User access can be limited to certain development tools and specific apps. The Account Holder can provide access to additional users by adding them Users and Access in App Store Connect. The person who enrolled in the Apple Developer Program is the Account Holder, and has full access to App Store Connect. When you enroll in the Apple Developer Program, you’ll need to use a different Apple ID. If you already have an iTunes Connect account for distributing another media type besides apps (music, TV, movies, or books) or for using Apple Business Manager, the same Apple ID cannot be used to manage apps.
